Stir together flour, baking powder, salt, and baking soda set aside.
Beat brown sugar, butter, sugar, sour cream, chocolate, egg, vanilla, and chocolate extract in a large bowl with electric mixer until blended. At low speed, beat in half of the flour mixture at a time until well blended. Divide dough into three portions. Cover and chill 3 hours or until firm enough to handle.
Preheat oven to 375°. Roll one portion of dough at a time to about 1/4 -inch thickness on a lightly floured surface (keep remaining dough in the refrigerator). Cut with floured cutter. Place cookies 1 inch apart on ungreased baking sheets.
Bake 10 to 12 minutes until edges feel firm to the touch. Cool cookies on wire racks. Decorate with colored icing if desired. Store loosely covered if decorated otherwise store in an airtight container.
