Heat oven to 350° F. Sift together flour, baking soda, and cream of tartar set aside. Cream butter and sugar until very light and fluffy. Beat egg yolks until thick and lemon-colored. Add to creamed mixture with vanilla blend in dry ingredients. Roll dough into 3/4 -inch balls and place 2 inches apart on ungreased baking sheets. Bake for 8 to 10 minutes until golden.
