In a small bowl, stir together flour, cocoa, baking powder, salt, and cinnamon set aside.
In a large mixer bowl at medium speed, beat sugar, shortening, butter, egg, milk, and vanilla until well blended. At low speed, gradually beat in flour mixture. Divide dough in half. Cover and chill 3 hours or until firm enough to handle.
Preheat oven to 375°. On a lightly floured surface, roll half of the dough at a time to about 1/4 -inch thickness. Dip cutters in flour and cut cookies. Place cookies 2 inches apart on ungreased baking sheets. Lightly sprinkle with sugar before baking or leave plain and frost after baking.
Bake 8 to 10 minutes until firm to the touch. Cool cookies on wire racks. When cool, decorate with colored icing if desired. Store loosely covered if decorated otherwise, store in an airtight container.
