Preheat oven to 425°. Arrange plums in a shallow 1 1/2 -quart baking dish.
In a small bowl, combine 3/4 cup sugar, flour, cinnamon, and nutmeg. Sprinkle over plums.
In a medium bowl with a pastry blender or fork, combine baking mix, margarine, hot water, and vanilla until moistened. Form into a ball. Roll out on a floured surface until size of baking dish. Carefully lift and place on top of fruit, pinching to fit inside the dish. Prick surface with a fork. Sprinkle 2 teaspoons sugar over the top.
Bake 20 minutes or until top is lightly browned, juices are bubbly, and fruit is tender.
Serve warm with cream or vanilla ice cream if desired.
