Preheat oven to 425°. Generously grease a baking sheet or use a non-stick baking sheet. In a medium bowl,combine Cheddar cheese, cream cheese, green chilies and onion powder set aside. Separate dinner rolls into four rectangles. On waxed paper, roll each piece into an 8 x 6-inch rectangle pinch perforations together. Spread a scant 1/4 cup of the cheese mixture on each rectangle. Starting from short side, roll as for a jelly roll. Chill in freezer for 10 minutes. With a sharp knife slice each roll into ten pieces. Place cut-side down on baking sheet. Bake for 8 to 10 minutes or until golden. If desired, garnish with peppers. Serve warm.
