Fill a heavy 5-quart Dutch oven or a heavy 3-quart saucepan half full of hot water. Peel orange and lemon reserve fruit for another use. Place orange and lemon peels, bay leaves, cinnamon stick and cloves in water. Over high heat, bring to a boil reduce heat to low and simmer uncovered or partially covered. Add more water if needed. Store covered in refrigerator. Reheat as desired.
