Combine apples, sugar,cinnamon, salt, flour, and 1 1/2 tablespoons butter in a saucepan. Toss until apples are well coated with sugar mixture. Cook apples over low heat, covered, until crisp-tender, about 15 to 20 minutes. Roll out dough 3/8 -inch thick on a floured surface and cut into 5-inch rounds. Place some apple filling on each dot with a bit of butter. Moisten edges with water, fold rounds in half, and press down edges with tines of a fork. Place on lightly greased cookie sheet. Brush tops of tarts with milk or half-and-half very lightly sprinkle with sugar. Prick tops lightly with thin skewer to allow steam to escape. Bake in a 425° F preheated oven for 10 minutes. Reduce heat to 350° F and bake for another 10 to 15 minutes or until golden brown.
