Preheat oven to 350°. Grease a shallow 2-quart baking dish. In a large saucepan, place turnips and 1/2 teaspoon of the salt in 1 inch of water. Over high heat, bring to a boil reduce heat to low, cover and simmer for 10 minutes or until tender. Drain well and set aside.
In a small bowl, mix remaining 1/4 teaspoon salt, sugar, pepper and paprika set aside.
In a 1-quart saucepan over medium heat, melt butter or margarine. Stir in flour. Cook and stir for 1 to 2 minutes. Stir in sugar mixture. Stir in milk. Stirring, bring to a boil and boil until thickened. Stir in cheese until melted set aside.
In a large skillet over medium heat, fry bacon until crisp. With a slotted spoon, transfer bacon to paper towels, crumble and set aside. Pour off all but 1 tablespoon of the drippings. Over medium-high heat, sauté bread cubes in drippings for 2 to 3 minutes or until lightly toasted.
To the turnips, add cheese sauce, bacon and bread cubes and stir gently. Pour into baking dish. Top with chips. Bake for 20 to 30 minutes or until lightly browned and bubbly.
