In a large pot, combine frozen stew mix, water, salt, Worcestershire sauce, paprika, pepper, and bay leaf. Cover and cook over low heat until mix thaws, about 20 minutes. Add vegetables. Cover and simmer until tender, about 35 minutes. Remove bay leaf and discard. Blend flour into the 1/2 cup water to make a smooth paste. Push meat and vegetables to the side of pan. Stir slowly into hot liquid. Cook and stir until thick and bubbly.
