In a 3-quart saucepan over medium heat, cook and stir sugar and half-and-half until mixture comes to a full boil. Stirring constantly, boil 5 minutes. Remove from heat.
Stir in chocolate chips, marshmallows, and butter until marshmallowsare melted and no white streaks remain. Immediately spread mixture in 12-inch round metal or foil pizza pan.
Arrange toppings on pizza, pressing lightly as needed. Drizzle with white chocolate. Let stand at room temperature until fudge and white chocolate are firm, 2 to 3 hours.
Wrap tightly in plastic wrap. Overwrap with foil to retain freshness. Store in a cool place.
