Bring the the water, lentils, barley, and bay leaves to a simmer in a medium soup pot, cover, and cook for 30 minutes. Be sure the heat is low enough that the contents don’t boil over.
Add the remaining ingredients to the soup, and cook for 15 more minutes. The lentils should be soft. The barley will still be chewy when you turn off the heat. Cover and let set for several minutes before serving.
