Heat oil in wok or large frying pan. Add cabbage and peppers cook, stirring constantly, for 2 minutes, lowering heat if cabbage begins to brown. Stir in gingerroot, sugar, and salt. Add water (or substitute with broth), cover and cook 2 or 3 minutes or until cabbage is barely tender. Season with a few drops of soy sauce, if desired. Serve immediately.
