Grease an 8 x 8 x 2-inch baking dish.
In a large skillet over medium-high heat, sauté onion and garlic in butter until tender. Add beef and brown, breaking up meat. Stir in carrots, broth, tomato paste, parsley, thyme, sage, salt and pepper. Reduce heat to low and simmer for 30 minutes. Spoon mixture into baking dish.
Meanwhile, peel and cook potatoes. Mash, adding milk. (You will need about 3 cups mashed potatoes.) Spread mashed potatoes over top of meat mixture. In a small bowl, combine cheeses and sprinkle over potatoes.
Bake in a preheated 375° oven for 10 to 15 minutes or until cheese melts and top is golden brown.
