In a frying pan, saute onions and garlic with chili powder in oil until onions are transparent. Drain and set aside.
In the same frying pan, brown ground beef with salt until meat is no longer pink. Return onions to frying pan and add water. Simmer 40–45 minutes. Add kidney beans and cumin and simmer 45–60 minutes.
