Sift together the flour, cocoa powder, baking powder and salt and set aside.
Blend the sugar and margarine and beat in the rum and egg substitute. Stir in the flour mixture and mix well. Form the dough into a ball, wrap in clear plastic wrap and chill in the refrigerator for one hour.
Roll the dough on a lightly floured board to 1/8 inch thickness. Cut the cookies with a cookie cutter and place on a cookie sheet covered with parchment paper.
Bake for 8 minutes at 400 degrees, remove with a spatula and cool on a wire rack.
