Place broccoli flowerets and water in a microwave safe dish. Cover dish with plastic wrap and microwave on high power for 8 -10 minutes or until tender. Meanwhile, combine buttermilk, Parmesan cheese, Dijon mustard, and cornstarch in a small saucepan. Using a wire whisk, stir constantly until sauce boils. Cook over low heat for 2 minutes. Stir in dill weed and serve over drained broccoli.
