Preheat oven to 350°. Put margarine in an 8-inch-square baking pan and heat in oven to melt, about 2 minutes. Combine flours, sugar, baking powder, and milk. Pour batter over margarine, but do not mix. Put berries on top of batter (if using frozen berries, do not include juice). Bake 35 minutes (frozen berries will take 45–50 minutes) or until a wooden pick inserted in the center comes out clean.
