In a small bowl combine yeast and water and let sit. Pour milk in saucepan and heat until bubbles form around edge. Cool to luke warm. In large mixing bowl combine milk, shortening, sugar, eggs, salt, lemon peel and 2 1/2 cups flour. Stir until smooth. Add yeast and beat until smooth. Add enough flour until dough doesn't stick to surface. Knead 5 minutes. Let rise. Punch down. Cover and chill. Sprinkle flour on counter and roll into rectangle. Spread with 1/3 cup butter. Fold dough in thirds. Roll out again. Spread with 1/3 cup butter. Repeat. Chill for 1 hour. Roll dough in 10 x 18-inch rectangle. With a pizza cutter, cut in half lengthwise. Starting at corner of one half cut in zigzag pattern, forming triangles. Repeat with other half. Roll from wide end. Place on greased baking sheet 1-inch apart. Let rise until doubled. Bake at 350°F for 15 minutes or until golden. Serve immediately.
