Preheat oven to 350° F.
Mix flour, baking powder, and salt. Using a fork or pastry blender, cut in butter or shortening. Add milk and stir into dough. On a floured surface, roll out dough into a 10x13 rectangle, about 1/4 inch thick.
Spread surface of dough with softened butter. Then sprinkle allspice and nutmeg over entire surface.
Spread apple onto dough and roll like cinnamon rolls (width-wise) into a long roll. Pinch ends tightly to seal. Cut into 12 rolls and place in a greased 9x13 glass baking dish. Set aside.
Combine ingredients for syrup in a small saucepan. Bring to a boil, and boi for 5 minutes, stirring occasionally. Pour syrup over rolls and bake for 30 to 35 minutes. Let cool before serving so that fruit rolls can finish absorbing the syrup.
