Sauté garlic, onions, and celery in olive oil until soft. Add chicken broth, tomatoes, chilies, lime juice, and rice. Bring to a boil. Cover and lower heat. Simmer 10 to 15 minutes until rice is cooked.
Add cilantro and chicken breast. Serve immediately. Garnish with cilantro sprigs, lime wedges, and homemade croutons or tortilla chips.
