Prepare macaroni, rinse, drain, and set aside. Melt butter in a large saucepan sauté onion, celery, and green pepper until crisp-tender. Add flour and stir for 3 minutes. Add milk, stirring constantly until thick. Lower heat add 2 cups cheese, wine or vermouth, red pepper, 2 tablespoons diced pimiento, salt, and pepper, stirring until cheese melts. Combine cheese sauce with macaroni. Pour into a greased 1 1/2 -quart baking dish. Place pimiento slices, remaining 1 cup cheese, and cracker crumbs over top. Bake in a preheated 375° oven for 30 to 35 minutes until heated through and bubbly.
