In a small mixer bowl at medium speed, beat honey, peanut butter and vanilla until creamy. At low speed, gradually beat in 1 cup milk powder and beat until well blended. On a surface lightly dusted with powdered milk, knead until mixture is pliable and holds together, about 1 to 2 minutes (do not overwork the mixture or the peanut butter oil may separate out). If mixture is sticky, knead in 1 or 2 teaspoons powdered milk. If mixture is dry, knead in a few drops water.
On a surface lightly dusted with powdered milk, roll dough to 3/16-inch thickness. Dip plastic cutters in flour and cut cookies. If desired, with a wooden pick, make a hole near the top for hanging. Place shapes on an ungreased baking sheet about 1 inch apart.
Bake in apreheated 200° oven for 30 to 35 minutes or until dry.
Store any unused dough in a plastic bag at room temperature. Use within a few days.
Note: The baked shapes are not intended for eating however, the dough is completely edible if a child wishes to nibble while shaping.
