In a large skillet over medium heat, sauté peas, green onions, parsley, sugar, and pepper in 2 tablespoons of the butter 2 minutes. Reduce heat to low, cover, and simmer 2 minutes. Add lettuce, cover, and simmer 2 minutes. Remove from heat.
Add remaining 2 tablespoons butter and chives. Cover and let steam 1 minute or until butter melts. Toss before serving.
