In a medium bowl, stir flour, baking soda, cream of tartar and salt set aside.
In a large mixer bowl at medium speed, beat margarine, sugar and powdered sugar until blended. Beat in egg, vanilla and food color. At low speed, beat in flour mixture until well blended. Divide dough into three portions. If too sticky to roll, cover and chill up to 2 hours or until firm enough to handle.
On a lightly floured surface, roll one portion of dough at a time to 1/4 -inch thickness (keep remaining dough in the refrigerator). Dip plastic cutter in flour and cut cookies. Place cookies 2 inches apart on ungreased baking sheets.
Bake in a preheated 350° oven for 10 to 12 minutes or until a light brown and no longer puffy. Cool for 1 minute on baking sheets before transferring to cooling racks. When cool, decorate with icing. After icing sets, store loosely covered.
