Preheat oven to 375°. Sift together first three ingredients. Stir in oats and sugar. Gradually add melted butter or margarine and eggs, stirring with a fork until mixture is crumbly. Firmly press 1/2 of mixture into the bottom of a greased 8-inch square pan. Mix apples and lemon juice and stir in raisins and walnuts. Place mixture in an even layer over crumb base. Evenly layer remaining crumb mixture over apples. Press dough lightly. Bake for 30 minutes. Cool before cutting into squares.
