Preheat oven to 375°. Lightly grease baking sheets.
In a medium bowl, stir flour, cocoa powder, baking powder, baking soda and salt set aside.
In a large mixer bowl at medium speed, beat sugar and butter until creamy. Add sour cream, egg and vanilla beat until well blended. At low speed, beat in flour mixture until blended and no streaks remain. Drop about 1/2 tablespoon of dough about 2 inches apart on baking sheets.
Bake for 8 to 9 minutes or until edges are set and tops are soft-set. Cool on baking sheets for 1 minute, then make "sandwiches" by placing one mint patty between two cookies. Place on a flat surface. When mint patty melts slightly, gently press together. Transfer cookies to wire racks to cool completely.
Store in an airtight container in a cool place.
