Mix pretzels, butter and 3 tablespoons of sugar together and press into a 9x13 pan. Bake at 400° for 8 minutes. Combine cream cheese and sugar in a bowl and beat until creamy, then stir in whipped topping. Spread onto pretzel crust and chill. Put 2 cups of water in a microwave safe dish and cook for 2 minutes until boiling and dissolve jello inwater then stir in frozen strawberries. Set 10 minutes and pour on top of cheese mixture. Refrigerate at least 1 hour and serve.
