Cover peppers with boiling water and let stand 10 minutes drain. Add more boiling water, let stand 5 minutes drain. Add tomatoes, onions, celery, lemon, and orange. Heat sugar, salt, and vinegar in a large kettle and boil 15 to 20 minutes on medium-high heat to reduce liquid by one-half. Add chopped vegetables and bring to boil. Simmer 10 minutes. Pack into hot sterilized jars and process in a boiling water bath for 5 minutes.
High altitude adjustment: Add 1 minute processing time for every 1,000 feet elevation above sea level.
