1. Use vegetable peeler to remove large pieces of peel from oranges. Juice oranges. Measure juice. Add enough additional orange juice to equal 3 cups.
2. In small saucepan combine orange peel, orange juice, brown sugar, cinnamon, cloves and pumpkin pie spice. Cook and stir over low heat until sugar dissolves. Bring to boiling. Reduce heat. Simmer, uncovered, for 20 minutes, stirring occasionally.
3. Pour orange mixture through fine mesh strainer. Discard peel and spices.
4. In large stock pot combine cider and orange juice mixture. Cook over low heat until heated through. Ladle into cups. Serve with cookies.
