Heat oven to 350°. Cook spaghetti according to directions on package; drain. Sauté beef in 1 tablespoon butter till brown; add tomato sauce, salt and pepper. Remove from heat. Combine cottage cheese, cream cheese, sour cream, scallions, and green pepper.
In a greased square 2-quart casserole, spread 1/2 of the spaghetti, cover with cheese mixture. Add remainder of spaghetti and pour melted butter over spaghetti. Spread tomato-meat sauce over the top. Bake for 45 minutes or until hot and bubbly.
Fun Fact: Though common place in the early Nevada mining towns, unregulated gambling was outlawed in 1909 as part of a nation-wide anti-gaming crusade. Due to diminished mining output and the decline of the agricultural sector during the Great Depression, Nevada re-legalized gambling in 1931, with approval from the legislature. It was expected to be a short-term fix. However, re-outlawing gambling has never been seriously considered since the industry has become Nevada's primary source of revenue today.
