Double Chocolate Cookie

1 1/4 cup butter
1 1/2 cup granulated sugar
1 3/4 cup brown sugar
3 eggs
2 teaspoons vanilla extract
5/8 cup cocoa
4 cups flour, white or all-purpose
1/2 teaspoon salt
1/2 Tablespoon baking powder
1/2 Tablespoon baking soda
1/2 cup non-fat instant milk
1 package chocolate chips
Mix all ingredients together and bake at 375 for 8-10 minutes. Do not over bake.
