Place brisket in a slow cooker; add water, onion, bay leaf and cloves. Cover and cook on high setting for 8 hours, or until meat is tender. Remove meat and discard contents of slow cooker; shred meat and return to slow cooker. Mix together remaining ingredients except buns and stir into meat. Reduce heat to low setting and heat through. Discard bay leaf; serve on toasted buns.
