In a medium bowl, mix flour, baking soda, cream of tartar and salt set aside.
In a large mixer bowl at medium speed, beat butter or margarine, powdered sugar and 1 cup sugar until creamy. Add eggs and beat well. Add oil and vanilla and beat well. At low speed, beat in dry ingredients. If desired, cover and chill for 2 hours.
Preheat oven to 375°. Using 1 tablespoon of the dough at a time, form into balls and place 2 inches apart on ungreased baking sheets. Flatten with a fork. Sprinkle with sugar.
Bake for 10 to 12 minutes or until edges are golden brown. Cool cookies on wire racks.
High Altitude Adjustments: At 6,000 feet, no adjustments needed.
(Note: Recipe in 1982 Calendar is very similar with the following exceptions: 4 1/3 cups flour, 1/2 teaspoon salt, 350° for about 10 minutes, and makes 7 dozen.)
