Cream butter, sugar, and vanilla in large mixing bowl. Combine flour and cocoa; blend into creamed mixture. Add pecans; blend well. Chill dough 1 hour. Unwrap kisses. Shape a scant tablespoon of dough around each kiss, covering completely. Shape into balls.
Place on ungreased cookie sheet. Bake at 375° for 10 minutes. Cool slightly; remove to wire rack; cool completely. Roll in powdered sugar.
