Place mussels, butter, shallots, and wine in a large pot. Steam uncovered over high heat, stirring occasionally, until mussels open. Discard any mussels that do not open. When open, remove mussels from pot, set aside, and keep warm. Strain liquid, return to pot, and reduce over medium-high heat about 4–5 minutes. Pour over mussels and sprinkle with parsley and garlic. Serve with fresh crusty French bread.
