Preheat oven to 350 degrees.
In a large, heavy skillet, heat the oil over medium heat. Add the peppers, onion, and ginger and sauté for 4 minutes. Fold in the crabmeat and breadcrumbs. Add the coconut milk and heat through, about 2–3 minutes. Place the dressing in a bowl and set aside for 10 minutes.
Season the tilapia with salt and pepper. On a lightly buttered baking sheet, divide the dressing into four servings. Top each with a tilapia fillet and bake until tilapia is opaque, about 15 minutes.
While fish is baking, place all of the sauce ingredients in a saucepan and simmer over medium-low heat for 5–7 minutes. Plate each crabmeat-dressed tilapia, nap with sauce, and serve immediately.
