1. Wash hands.
2. Preheat equipment.
3. Assemble equipment.
4. Assemble ingredients.
5. In a saucepan, combine 3 cups water, brown sugar, and 1 ½ teaspoons anise seeds over medium heat. Stir the mixture until the sugar dissolves.
6. Increase the heat until the liquid boils. Regulate the heat so that the mixture is simmering, then cook for about 20 minutes, until it has reduced to about 2 1/2cups.
7. Set the syrup aside to cool. Once cool, lightly pour over Buneulos.
