Place tea bags in a 4-cup heatproof bowl add boiling water and let stand for 5 minutes. Remove tea bags, add sugar and stir until dissolved. Cool to room temperature.
In a 1 1/2 -quart freezer container, stir cooled tea, brandy, orange juice concentrate and lemonade concentrate until concentrates are melted. Cover and freeze at least 24 hours (mixture will still be slushy after 24 hours).
To serve, fill tall glasses half full with slush, then fill with soda.
*Bourbon or vodka can be used in place of brandy if desired.
