Fry meat with 3 chopped garlic cloves and 1/2 of the olive oil. Set aside. Fry remaining garlic in the other 1/2 of olive oil. Mix in flour and cook 3 minutes. Slowly add boiled milk to make a white sauce. Add cooked meat mixture and cook slowly. Add chopped parsley, salt and white pepper to taste. Remove from heat and allow to cool thoroughly. As mixture gets cold it will thicken.
Once cool, take spoonfuls to form small balls or thumb shaped figures. Roll individually in flour, egg wash, then bread or cracker crumbs. Set on baking sheet lined with wax paper and allow to cool in refrigerator 1/2 hour. Deep fry in 350-360°F vegetable oil until lightly brown.
