Heat butter in saucepan; cook leeks or onion till tender. Stir in potatoes, chicken broth, salt, and pepper. Bring to a boil; reduce heat. Cover and simmer 20–25 minutes or till potatoes are tender. Cool slightly. Blend mixture in food processor till smooth. Pour into a bowl; stir in milk and cream. Cover and chill. To serve, top with snipped chives, if desired.
