In a small bowl, blend together all ingredients except fish fillets; set aside. Arrange fillets in a single layer on a lightly greased broiler pan. Broil on top rack of oven for 2 to 3 minutes. Turn and broil other side for 2 to 3 minutes. Remove from oven; top fish with Parmesan mixture. Broil for 2 additional minutes, or until topping is golden and fish flakes easily with a fork.
Tip: A handy tip to make frozen fish taste fresh and mild...just place the frozen fillets in a shallow dish, cover with milk and thaw in the refrigerator overnight.
