1. Brown the ground beef in a frying pan over medium heat, then drain the fat. Add the water, onion, chili powder, garlic salt, and cumin. Simmer, stirring occasionally, for about 10 minutes or until most of the water has evaporated.
2. Cook the rice according to package directions.
3. Place each tortilla on a piece of foil. Spoon 3 tablespoons of the meat mixture on half of each tortilla. Top with 3 tablespoons refried beans, 2 tablespoons rice, and 2 tablespoons cheese.
4. Fold the tortilla over the filling, roll up, and seal with foil. Place directly on the rack of a 400°F oven and bake for 30 minutes. Carefully remove the foil and enjoy hot!
Important tip
To heat up the burritos in a microwave, remove the foil, wrap them individually in paper towels, and cook 1 to 1 1/2 minutes.
