Place beef and butter in a large skillet. Cook over medium heat until beef is browned; set aside. Arrange potatoes, carrots, celery and onion in a slow cooker. Sprinkle with seasonings. Stir in beef. Cover and cook on low setting 8 hours. Combine soup, water and sour cream; spoon into slow cooker over beef mixture. Stir to blend.
