Mix flour and 3 tablespoons brown sugar set aside. Beat egg whites until stiff peaks form while continuing to beat, gradually add flour mixture. Pour half-and-half over 1 1/4 cups brown sugar stir. Fold egg white mixture into half-and-half mixture add vanilla. Pour into baked shell. Lightly sprinkle nutmeg over top. Bake in a preheated 275° F oven for 50 minutes to 1 hour. During last 5 minutes of baking time, sprinkle top of pie with chocolate and nuts.
