Cut onion and green pepper into 1/4-inch rings; set aside. Cut steak into strips 2 inches long and 1/2-inch wide. Brown meat in hot oil in heavy saucepan or Dutch oven; set aside.
Sauce:
In saucepan, blend ketchup and beef broth. Blend flour, soy sauce, and pepper and stir into ketchup and broth mixture. Heat until bubbling, stirring constantly.
Return meat to heat and add Sauce and onion rings. Cover and simmer 1/2 hour, stirring occasionally to prevent sticking. Add green pepper rings and mushrooms, and simmer an additional 10 minutes. Serve with hot, fluffy rice.
Note: If a lesser cut of meat is used, such as round steak, increase cooking time to allow meat to become tender.
