Place potatoes and carrots in a saucepan add enough water to cover vegetables by an inch. Boil gently until tender, about 30 minutes set aside. Shape ground beef into one-inch meatballs brown in a 12" skillet. Add undrained vegetable mixture heat for 5 minutes and set aside. Whisk flour and 1/2 cup water together in a small mixing bowl pour in tomato sauce. Stir into beef mixture cover and simmer until thickened, about 15 minutes.
