Slice onions in bowl with margarine. Cover with stretch plastic wrap, vent, and microwave 10 minutes on HIGH. Add beef broth, hot water, wine, and peppers, and stir. Cook on HIGH again for 10 minutes, covered. Serve in individual bowls; top with French bread, then cheese, and serve. The heat of the soup will melt the cheese.
