Heat oven to 375° F. Combine flours, 1/3 cup wheat germ, sugar, sesame seed, and salt. Cut in margarine until mixture resembles coarse crumbs. Mix in water until dry ingredients are moistened. Use a little more water if necessary to hold the mixture together. Roll 1 teaspoon of dough into a ball place on an ungreased cookie sheet. Flatten to 1/8 -inch thickness with bottom of a greased glass dipped in wheat germ. Continue until all dough is used. Bake 12 to 14 minutes or until edges are lightly browned. Cool on rack.
* To make 1 cup oat flour place 1 1/4 cups old fashioned oats in blender or food processor and whirl until consistency of flour, approximately 60 seconds.
