In a small shallow bowl, mix flour, cheese, salt and pepper.
In a second small shallow bowl, mix milk and eggs until smooth.
Roll fish in flour mixture, then in egg mixture and back in flour mixture.
In a large skillet over medium-high heat, fry fish in oil and butter or margarine for 5 minutes or until golden brown, turning once. (Reduce heat if browning too quickly.) Arrange fish on rice on a warm platter. Remove skillet from heat.
In a small bowl, mix lemon juice, sherry and parsley. Pour into skillet. Over medium-high heat, stir to loosen any browned bits clinging to the skillet and heat through.
Arrange orange slices on fish. Pour sauce over fish and serve immediately.
*For a heavier, crispier coating, use fine dry bread crumbs instead of flour.
