Cook turnips until tender drain. Sauté onion in butter or margarine and sugar for approximately 1 minute. Add turnips and cook until hot. Add heavy cream and peas simmer, uncovered, until cream is reduced and thickened. Add seasonings, sprinkle with parsley, and serve hot.
